When will seniority stop determining priority for funding?

On October 23, MOE and Microsoft jointly issued "Microsoft Young Professor" Award to 7 young Chinese professors, Microsoft will invest about RMB 10m in the next three years, to support "Microsoft Young Professor" in innovative research and talent fostering related to computer science and information technology. There is a problem in the current system, namely that young professors lack research funding. They are unable to push their research further, nor can they attend international conferences freely. Young professors do the bulk of teaching and research, have passion and high productivity, why can they not get the funding they need?
